Constitution & Bylaws

 

Article I. Name

The name of this club shall be the Atlanta Rabbits Amateur Radio Club. 

Article II. Purpose

The Atlanta Rabbits Amateur Radio Club, hereinafter referred to as the "ARARC" or the "club," is organized to encourage and improve the amateur service by educating members in both the communication and technical phases of the radio art. 

Article III. Membership

Student Members

Student members of this club shall be currently enrolled students of the Atlanta Independent School District and current amateur radio operators licensed by the Federal Communications Commission.
They become members by application and approval of the club sponsor. 

Privileges and Responsibilities of Membership: 

Voting: Student members are entitled to one vote while they are in high school. This period begins the day after the last day of the school year after the student completes the eighth grade and ends on the last day of the school year the student graduates from high school.
Privileges: Each member shall be entitled to all services of the club.
Participation: Each member shall be entitled to participate in all club events.
Responsibilities: Each member shall responsible for abiding by the policies set forth by the club, the Atlanta Independent School District, and the rules and laws established by the Federal Communications Commission.

Alumni Members and Associate Members

Alumni members of this club shall be graduates or former students of the Atlanta Independent School District and amateur radio operators licensed by the Federal Communications Commission.

Associate members of this club shall be the parent or legal guardian of a student member or alumni member or the child of an alumni member OR staff member of the Atlanta Independent School District OR the child of a staff member of the Altanta Independent School District AND a licensed amateur radio operator.

They become members by application and majority vote by student members.

Privileges and Responsibilities of Membership:

Voting: Alumni members and associate members are not entitled to any voting rights in the club.
Privileges: Alumni members and associate members shall be entitled to limited services of the club.
Participation: Alumni members and associate members may be entitled to limited participation in some club events.
Responsibilities: Alumni members and associate members shall responsible for abiding by the policies set forth by the club, the Atlanta Independent School District, and the rules and laws established by the Federal Communications Commission.

Article IV. Membership Meetings

The business meeting of the membership will be held annually on the last Tuesday preceding the last full week of school or the last Tuesday preceding the week of the high school graduation ceremony, whichever is sooner. 

The president of the club may call other meetings. 

Quorum: At all meetings of the club, a quorum shall consist of the voting student members. (quorum = one half + 1) 

Article V. Officers

Titles

The ARARC shall have the following officers elected from the current membership:

  • President
  • Vice-President
  • Secretary

Qualifications
Officers of the club shall have been elected to the club and serve one year. Each officer must be a licensed amateur radio operator and an actively enrolled student who will attend Atlanta High School the school year following the election. 

Duties of Officers

President

The President shall preside at all meetings and be responsible for appointing all standing, special, and ad-hoc committees and shall perform such other duties as usually required of this office. The President of the club shall be an ex-officio member of all committees.

Vice-President

The Vice-President shall act in the absence of the President in all capacities as listed above and shall assist in conducting the business of the club.

Secretary

The Secretary shall act in the absence of the President and Vice-President in all capacities as listed above and serve as the custodian of official records of the club.

Terms of Office
Officers shall be elected annually by the members at the annual business meeting. Elections shall be by ballot and a majority of the votes cast shall elect. Each officer shall take office on the day following the last day of school, and serve a one-year term and may be re-elected consecutively to the same office for an additional one-year term

Vacancies and Removal
A vacancy in the office of the President shall be filled by the Vice-President unless he or she is unable to serve, at which time the vacancy shall be filled by election of the members by a majority of votes cast. A vacancy in the office of the Vice-President shall be left vacant with the President delegating the duties of that position. 

Any officer, including the President, may be removed from office or suspended from office by a vote of two-thirds of the members at a regular meeting. Removal or suspension may be with or without cause. The person under consideration shall be given an opportunity to be heard at the meeting with sufficient notice of the proposed removal or suspension, the person under consideration shall not be counted in determining the presence of a quorum not whether the required two-thirds vote has been obtained. Upon a vote of removal or suspension of the President, the Vice-President shall preside at the meeting. 

Article VI. School District Policies

This club shall abide by all applicable policies instituted by the Atlanta Independent School District. 

Article VII. Amendments

These by-laws may be amended by a vote of two-thirds of the members of the club present at any regular meeting or at a special meeting called for that purpose. The membership shall be notified of adopted by-law amendments by the most feasible means.
